National Commissioning Framework laid in Wales for implementation from September

A Code of Practice on the National Framework for the Commissioning of Care and Support in Wales has been laid before the Senedd with the intention that it come into force in September. It will apply to all Local Autorities and Health Boards commissioning care in Wales. Oversight of the Code will sit with the new National Office for Care and Support, Wales.

The Homecare Association previously provided consultation feedback on the Draft Code of Practice, which you can read here. One key concern, is whether any fair work standards and sustainable fee rates can be acheived without additional funding from the Welsh Government.

The National Office are hosting a number of introductory sessions available on Microsoft Teams over coming weeks (as previoulsy circulated to members by email). Providers operating in Wales may find it helpful to attend one of these sessions. Details available here:

A separate code of practice has also been laid with the aims of amending guidance for Local Authoities in relation to exercising their social services functions with the aim of:

  • the promotion of social enterprises, co-operatives, user-led services and the third sector in the delivery of care and support and preventative services 
  • citizen engagement, voice and co-production in the design and delivery of care and support and preventative services. 

Some of the issues that were raised in our previous consultation response on this topic have been responded to, including the removal of some references to promoting micro-care provision, for example (which has implications in the balance between unregulated vs. regulated care).
