ULEZ scrappage schemes

As Londoners will be aware, the Ultra Low Emissions Zone was expanded on 29 August 2023. This means that non-compliant vehicles will incur a daily charge of £12.50 if they drive in the new, expanded Zone.

We have raised with Transport for London the fact that the two scrappage schemes do not currently allow small businesses to claim scrappage for company cars and that this could affect care companies with company owned vehicles that do not meet the standards.

For staff or organisations who wish to continue to use non-compliant vehicles in the ULEZ area, you can find out more about paying ULEZ charges here.

For those who are still considering changing their vehicle to a compliant one:

For members operating in London who employ careworkers that use their own vehicles for transport: the ULEZ scrappage scheme for individual's claiming on their own non-compliant vehicles was expanded to cover all London residents at the start of August 2023. Residents with non-compliant vehicles can apply to scrap their cars in return for up to £2,000. Careworkers may wish to keep, scrap or sell their vehicle. If they are interested in scrappage they can find out more details of the scheme here. There is also a support offer of discounts for various forms of transport that people may wish to explore.

For care providers who own company vehicles which do not meet emissions standards - it still may be possible to sell vehicles and possibly access some parts of the support offer. There is a scheme for vans and minibuses owned by small businesses (but not cars - as explained above, we have raised this with TfL). 

We are also aware that some Boroughs have, or are planning, specific scrappage schemes, so it may be worth checking with your Council if there is anything in the part of London in which you operate. (For example, Merton are planning a scheme).
