Welsh Government publishes 2026-2030 Programme for Government

The Welsh Government has published its Programme for Government for 2026-2030, setting out its priorities for the next four years. There is a commitment to designing services around people and communities and to ensuring that every part of government works together to deliver them.

A joined up approach

The Programme puts collaboration at the centre of how services should be planned and delivered. The Welsh Government intends to strengthen joint working across health, social care and community services, so that people's needs are met in a more coordinated and consistent way.

Key commitments include:

  • improving transitions between services
  • supporting timely discharge when people are ready to leave hospital
  • helping people to remain independent for longer within their own communities

Main aims

The Programme sets out a number of central aims:

  • Reducing waiting lists across health and care services
  • Improving outcomes through person-centred care, with services shaped around what matters to the individual
  • Improving workforce and system infrastructure sustainability, so that services are resilient and able to meet future demand
  • Strengthening social care through consistent standards, improved data collection and a better supported workforce
  • Ensuring seamless transitions between health and social care services
  • Safeguarding children and adults, so that people are protected and supported at every stage

Looking ahead

Ambition must be matched by delivery. As the Programme moves from publication to implementation, it will be essential that homecare providers are recognised as equal partners in planning and delivering integrated services, and that their experience and expertise help shape the detail of what follows.

We will continue to work with the Welsh Government, local authorities, health boards and our members to ensure that the voice of homecare is heard and that the programme's commitments translate into real improvements for the people who draw on care and support and for those who provide it.
