The Fair Funding Review 2.0
The consultation invites views on how new funding allocations for local authorities and fire and rescue authorities should be determined, following the government’s recent response to its earlier objectives and principles consultation. It covers funding methods, consolidation, service demand and cost differences, local resource levels, the New Homes Bonus, and transitional arrangements.
It also looks at the future of business rates, plans for devolution and reforms to involve Strategic Authorities more, ways to ease pressure on councils so they can better serve communities and changes to sales, fees and charges. The consultation asks for views on how these proposals might affect equality.
Why it's key for social care:
- The review proposes to consolidate the Social Care Grant and Market Stability and Improvement Fund into the Revenue Support Grant. This would mean that social care funding is less ring-fenced than currently.
- The Better Care Fund would remain separate.
- The way that formula used to work out how much social care demand there is in a local area will change.
