COVID-19 Inquiry Chair recommends addition of care at home to terms of reference

The UK Covid-19 Inquiry, set up to examine the UK’s preparedness and response to the Covid-19 pandemic, is recommending that care in the home, including that by unpaid carers, is added to its Terms of Reference.

The move was welcomed by the Homecare Association, as we asked for home-based social care to be explicitly added when we replied to Inquiry’s consultation on its Terms of Reference. 

Our response highlighted a number of specific issues the sector has experienced in the pandemic, that should be included in the Inquiry, such as the capacity and continuity of services, staff shortages, infection prevention and control, adequacy and distribution of emergency funding for social care, careworker pay during isolation, workforce testing and PPE, among others.

The UK Covid-19 Inquiry has published Baroness Hallett’s recommendations to the Prime Minister and summary of the consultation responses: www.covid19.public-inquiry.uk.  The final Terms of Reference will need to be approved by Government.
